Critical mass needed : 

"Mrs. Thouraya appreciated the initiative of the Water School, stating that an institution dedicated to water is dictated by the growing importance of the subject. She noted that currently, water is addressed from various perspectives in various educational institutions, lacking a major focus and the necessity to build critical mass."
